General Rules and Procedures

Rules and Procedures
Please note that applications showing some evidence that our rules,
procedures and criteria were not properly considered, will be
disregarded immediately, without further notice.
No other scoring system and/or criteria than those stated at this web
site, namely in the "Criteria..." and "... Scoring" pages will be used
to evaluate any website submitted to the CPSnet Web Awards.
We will not disclose the score sheet of any website evaluated by our
award programs. We will eventually point any obvious and serious flaw
we found on a website only after the evaluation has been concluded, in
the light of positive criticism. The decision is final and not open to
further discussion.

I. Nomination and Application
1. Our Awards can be earned two ways: The evaluation panel, following
a recommendation made by an official evaluator, decides to award a
site OR the site is suggested by its owner or webmaster and
attains the necessary classification in the evaluation process.
2. Exception made to the situation referred in the first case, only
the site's author, owner or webmaster, can submit it to this award
program. No site owned or webmastered by someone below the age of
16 can apply for our awards.
3. Bulk submissions are not accepted. A webmaster can submit one site
each time to this award program. Please retain that the 90 days
delay rule applies for another submission from the same webmaster,
even if concerning another site.
4. No more than three (3) websites from the same author, owner or
webmaster can be awarded any of our awards.
5. The applicant should select the award program to which the site is
being submitted. This should be stated in the appropriate field in
our Application form.
6. We will not transfer applications between award programs nor will
we award other than the applicant's chosen award, even if during
the review process we conclude that the site complies with the
minimum requirement for the other award program. The 90 days
period applies also to applications from the same site and/or
webmaster to any of the CPSnet Web Awards.
7. Any bulk submission or consecutive submissions for different
websites from the same webmaster will cause disqualification of
the sites being submitted.
8. If using another way of submitting a site (if, for instance, the
CGI-based submission form fails or the e-mail form is not
supported), we ask you to include the sentence "by regular e-mail"
in the first line of the application message. Also, all the data
indicated as required in our standard submission forms should be
provided. Failure to comply with these two requirements for
non-standard applications may cause the application being ignored.
9. Applications evidencing that appropriate attention was not given
to these criteria may be disqualified without further notice.

The classification process begins as soon as the evaluator, after a
preliminary visit to the site considers it eligible to be eventually
awarded one of our awards. We will visit your website as many times as
we consider necessary for a thoroughly review. However, should the URL
you supplied us be unavailable by the time of the first visit, we will
try in the following 72 hours to access your website one more time.
Should the situation remain, the evaluation will be finished. This
applies to any of the following visits during the evaluation process.
Also, we can not afford to try to find the correct URL for your site,
if it is not readily available.
II. Rules for re-submissions
1. The webmaster of a site that has not been considered eligible in
the preliminary visit or did not attained the necessary
classification to be awarded with one of our awards, will be able
to submit it again for evaluation for no more than three (3)
times, as long as:
1. the site has been effectively remodeled and ameliorated;
2. no less than 90 days have passed since the last evaluation;
3. Failure to comply with these rules may cause the site to
incur in a permanent disqualification.

III. Rules for accepting our awards
1. After receiving the communication that the site has been awarded
one of our awards, its owner or webmaster must confirm, within a
10 days period, if the award is accepted. Be aware that a failure
to confirm the acceptation within the 10 days period will be
considered as a refusal;
2. After the site has been included in the list, the site's webmaster
should try to add, within a 7 days period, in a visible place of
the site or in a page reserved for this purpose, the award seal.
3. We do not authorize to change the appearance of the Seal
(including the -- but not limited to -- file size, image
dimensions, color depth, gamma, balance and curves, the image
format, compression and/or optimization), remove the watermark in
it (if present) by means of re-editing the image or change the
original filename. Any of the previous situations, if detected,
will lead to immediate revocation of the award.
4. Failure to comply with these rules may cause the site to incur in
a permanent disqualification.

IV. Final notes
1. The decision is final: The evaluator's decision and the site's
classification are final and generally not open to any further
discussion. We will try to notify all applicants of the final
result. There is no such thing as a list of rejected applicants.
In case the site was not awarded one of our awards, an e-mail
message may be sent to the site's webmaster or owner. Replying to
this message in inappropriate terms contesting the decision will
lead to permanent disqualification of the site.
2. All awarded sites will be included in our Winners lists: The
listing will include the site's title, the name of the owner,
author and/or webmaster and a brief but as detailed as possible
description of the site's content and characteristics. Our
listings will include also a thumbnail of the site's main page
(approx. dimensions 160x90). This way our visitors may have a
first impression of the site. Authorization for this special
listing is hereby assumed to be given by every winner.
3. Awarded sites may be regularly checked for compliance with our
rules and criteria. If a site is found to be modified since the
evaluation and that the modification configures some severe
depreciation or even disqualification of the site, it will be
removed from the list of awarded sites, the webmaster or site's
owner will be informed of this decision and will have to remove
our award seal as soon as possible, unless the disqualifying item
is removed instead. Also be aware that we do some periodic checks
on the link you have provided and whenever one site is found not
available, it may be removed from our lists. Please let us know of
any changes to your site's URL.

General Criteria

We ask our applicants to please select the award program to which the
site is being submitted. This should be stated in the appropriate
field in the Application form. It should be noticed also that we will
not transfer applications between award programs nor will we award
other than the applicant's choice, even if during the review process
we conclude that the site complies with the minimum requirement for
the other award program. The 90 days period applies also to
applications from the same site and/or webmaster to any of the CPSnet
Web Awards.
Our award programs intend to reward web sites that excel in two main
and fundamental aspects of a web presence: Content and Design. The
"High In The Sky Award" rewards excellence in content and the
"Aracnofilia Web Design Award" seeks to reward outstanding and
flawless web design.
We do not, however, exclude design considerations when reviewing a
"High In The Sky" application, nor do we omit content quality when
evaluating an "Aracnofilia Web Design" candidate. In each case, a
minimum quality level either for Content or Design must be present.
1. The High In The Sky Award:
1. The site must be considered as a true knowledge source and a
reference in its field, preferably dedicated to one single
theme, its content being, most of it (more than 75%),
original, informational, educational, scientific, presenting
(or not) an entertainment component;
2. The site must have at least twenty (20) pages, not including
any existent "awards page", guestbooks, forums etc.;
Excellent design, clever original graphics and artwork;
Presented well and easy to access and navigate;
3. We welcome sites with informational, educational, scientific
and/or cultural content of great quality, presented in an
original way, asking for the visitors' participation and
providing these visitors access to an extensive and
resourceful virtual library.
2. The Aracnofilia Web Design Award:
1. This award will be given to web sites that present an
excellent overall balance of design, layout, well-optimized
graphics, download time, friendly and functional navigation,
browsers and platforms compatibility and overall professional
appearance, originality and maintenance;
2. The site must have at least fifteen (15) pages, not including
any existent "awards page", guestbooks, forums etc;
3. The site must be considered an example of excellent and
innovative web design.
We require the site's language to be one of the following: English,
Portuguese, French, Spanish. The number of languages accepted may
increase in the future. For now, any site in any other language, but
having a full translation to any of the above languages, will be
considered eligible. It will not be considered as a "bilingual site"
one having simple links to any on-line translation service, like the
one provided by Altavista, for instance.

Scoring Scales and Limits
Web sites are classified according to two scales ranging from 1 to 5:
* One scale rates the site's content. Scores calculated by each of
our content evaluators will be averaged;
* Other scale rates the web site design. Scores calculated by each
of our design evaluators will be averaged.
For a website to be awarded one of our awards it must attain a certain
classification in the evaluation process. Also it must equal or exceed
the minimum value fixed for "Design", in the case of the "High In The
Sky Award" or "Content" in the case of the "Aracnofilia Web Design
Award".
1. High In The Sky Award
1. Content as per [74]Content Criteria and Scoring: minimum
average 4.3;
o Restraints: No more than one item scored below 4 (item
14, "Additional points", excluded) and no single item
scored below 3.
2. Design: minimum average 4.6 as per [75]Design Criteria and
Scoring or 4.4 if evaluated by the [76]Flash Criteria and
Scoring;
o Restraints: no more than four items scored below 4 and
no single item scored below 3.
2. Aracnofilia Web Design Award
1. Design: minimum average 4.6 as per [77]Design Criteria and
Scoring or 4.4 if evaluated by the [78]Flash Criteria and
Scoring;
o Restraints: No more than one item scored below 4 and no
single item scored below 3.
2. Content as per [79]Content Criteria and Scoring: minimum
average 3.6;
o Restraints: No more than four single items scored below
4 and no single item scored below 3.

Theme and purpose
* Does the site have a clearly identified theme? Is this theme
educational, scientific or, generally speaking, does the site
contributes accurate, relevant and useful information to a wide
community?
* Does the site have a clearly stated purpose?
* Does it fulfil this purpose?
* The content and design reflects the purpose of the web site and
helps accomplishing it?
* Are all external links present closely related to the site's
purpose and theme(s)?

Content.
Content is the key here, as the content of a site either makes it
worthy of public appraisal or not.
* What is the nature of the content? Is it relevant? We will
consider "relevant content" only that of informational,
educational and/or scientific nature, of global scope, and
presenting or not an entertainment component.
* If advisable, is the content rated by a Content Rating
organization? Ensure that if the ICRA or SafeSurf label is
present, it reflects accurately the content.
* Are privacy and safety issues correctly addressed? Does the site
have a privacy policy available whenever personal information
about the visitor is collected?
* Is the content appropriate for the intended audience in terms of
familiarity and of terminology?
* Is the content appropriate for the intended purpose in terms of
quantity, quality and interactivity, i.e. is the content
sufficient to meet user needs and expectations?
* Is the content accurate (as far as can be determined by our
evaluation panel)? Be sure that the sources for any non-original
information are listed so that it can be verified in the original
source.
* If material that is protected by copyright is used, is the name of
the copyright holder given?
* Is there any material of "unknown origin" available in the
website? Avoid "fair-use" and respect the Geneva's Convention and
your national laws regarding intellectual property and copyright
protection.
* Is the content objective (as far as can be determined by our
evaluation panel)? If there are any personal biases in the
information, are they noted at the site? If there is any
advertising on the page, it should be clearly differentiated from
the informational content.
* Is the content available in more than one language?

Authority and Credibility.
It is advisable to be clear what individual and/or organization is
ultimately responsible for the content of the website. The keyword
here is "trustworthy".
* Who is the author and ultimate responsible for the site's content?
* What is the authority of the author? The individual/organization
responsible for the page indicates his/her qualifications or
professional standing of the organization for writing on this
theme?
* Can the legitimacy of qualifications referred above be easily
verified?
* Is it possible to contact the individual/organization responsible
for the page? The author, owner and webmaster must be easily
contacted (for websites selling goods or services, it should be
posted a phone number or a postal address to contact for more
information).
* If it is a person, is he or she known and considerable credible in
the subject field? If it is an institution, is it known for
providing accurate information in the field?
* Is there a disclaimer present and clearly visible whenever the
author's credentials and/or qualifications are not appropriate or
good enough to ensure the accuracy of the content?
* Is the site personal and has no commercial purpose or owned by a
not-for-profit or educational institution or association (most NGO
will fit in this category)?
* Is the site hosted by a third-party(e.g. AOL, Geocities)? Does the
site's domain name matches its theme, name of the owner or company
and is it easy to remember and type?
* Does the site design and delivery adds value to the site's
credibility?

Delivery.
Is the content delivered in an appropriate way for the intended
audience? From a general usability standpoint, we will evaluate the
following items:
* Is the access to all the content in the website free of charges
and not requiring prior registration and/or login?
* Is it well-written? Is it easy to read? Is it free of
typographical, spelling and/or grammatical errors?
* Is it fast? Visitors usually do not like to wait for a long
multimedia presentation to load. If you have to use video clips or
other similar methods, it is advisable that you place the relevant
information into plain flat HTML and then make the presentation a
secondary link from that page.
* Are there interactive features and are these features clearly
explained?
* Is it easy to locate specific information and content? It is
advisable that a website with a considerable amount of information
has a search function available.
* Are the skills required to use the site's features appropriate for
its intended audience?
* Is it intuitive? Visitors are not, most of the times, inclined to
learn a new navigation or interaction system. They just want to
get at the information they are looking for. So one should design
delivery methods that are intuitive.

Maintenance.
* Is the site always available? Consider changing service provider
if your current one does not ensure you a minimum 99.9% up-time
and/or frequent unjustified service interruptions exceeds 40
minutes per month.
* Is the content up to date? Are there dates posted indicating when
the page was written or when the page was last updated?
* If it is an archive site, is the source of the information clearly
stated? Are all internal links working?
* If the site is a meta-site, does it have any broken external
links? Ensure that that links are correct and that original
content of a link has not been replaced by other (sometimes
objectionable) material or that the link is not being redirected
to any other (sometimes objectionable) location.
* Is it complete? Ensure that there are no "under-construction"
pages or sections.
* Are there any broken links to internal and external pages? Are all
images available and correctly displayed?
* Are the interaction elements (if present) in the website (feedback
forms, contact links, guestbooks, forum scripts) working as
intended and always available?
